Responsibility description：

1. Science and technology policy tracking: understand and follow up the latest science and technology innovation promotion policies of the Ministry of Industry and Information Technology, the Ministry of Science and Technology, the Development and Reform Commission, the Ministry of Finance, the Ministry of Commerce and other national ministries and local governments and various joint innovation project declaration channels;
2. Suggestions and strategies for the layout of scientific research system: improve the specialization level of existing scientific research work in multiple aspects, propose reasonable suggestions and strategies for the internal and external layout of scientific research system, and formulate reasonable systems and policies based on the daily operation and management of existing laboratories, engineering research centers and other institutions;
3. Industry technology dynamic tracking and market research: responsible for tracking the development trends of market and industry cutting-edge technologies such as big data, artificial intelligence and cloud computing, and regularly summarizing and forming technology development dynamic reports;
4. Project declaration and management: plan and design the joint points of project declaration in combination with science and technology policies and the technological development status of the company's main business, and lead the preparation of the feasibility report and relevant declaration materials of national ministries and local governments' innovation promotion projects, and participate in the project establishment, declaration, approval, acceptance and other aspects of the project;
5. Responsible for the declaration of enterprise qualification: the preparation of project declaration text of new technology and new product (service) certification, scientific and technological research and development institution certification, enterprise technology center certification, key laboratory certification and other enterprise qualification certification, with practical experience;
6. Construction of innovative research institutions: long-term tracking of the relevant dynamics of enterprise research institutions, able to carry out industry-university-research cooperation on applied scientific research projects around the construction of scientific and technological innovation platforms, explore actual needs and technical research difficulties, organize high-level industry-university-research work, and have unique insights and methods in terms of industrial and technological transformation modes

Job requirements：

1. Full-time master's degree or above in key universities such as dual majors or overseas universities of the same level, interdisciplinary talents with professional background of finance, law and finance are preferred, and those with special qualifications can be appropriately relaxed;
2. Have experience in coordinating scientific research project teams, and can provide professional suggestions on the layout of scientific research systems;
3. Have a wealth of basic knowledge of politics, economy, culture, social interaction and etiquette, good at writing various project feasibility reports, official documents, PPT and other written materials, and have strong oral and written expression skills;
4. Familiar with the national science and technology government, industrial policy, economic policy, familiar with the rules of preparation of government fund project declaration documents, more than 3 years of work experience in government science and technology project declaration and acceptance;

5. High enthusiasm for work, good team spirit, strong language and writing skills, communication skills, strong adaptability, keen viewing power and information grasp ability.
Bonus points:
1. Experience in 863, 973, Natural Science Foundation, major projects of Ministry of Science and Technology, Ministry of Industry and Information Technology and National Development and Reform Commission informatization demonstration project is preferred;
2. Doctor's degree from well-known universities is preferred;
3. Management experience in laboratories, engineering research centers and other organizations is preferred;
4. It is preferred to have expert resources for scientific research project evaluation, or to have good cooperative relations with government counterpart departments (science and technology, industry and information technology, network and information technology, etc.) and scientific research institutions;
5. Having practical experience in scientific research project management and being able to independently edit project feasibility study reports is preferred;
