In order to implement the spirit of the document "Several Policies of Hefei City to Promote Economic Development" and standardize the management of premium subsidy funds of the "government credit" product cooperative guarantee institution, these implementing rules are formulated.



1. Subject of declaration

The government financing guarantee institution that signed the Cooperation Agreement on Financing Service Mechanism of Hefei Supporting Small, Medium and Micro Enterprises with Hefei City.


2. Time, method and procedure of declaration

(1) Declaration time. The policy declaration time of this article shall be subject to the notice published on the website of the Municipal Finance Bureau and the comprehensive service platform of Hefei Industrial Policy. Failure to declare within the deadline will be deemed as automatic abandonment and will no longer be accepted.
(2) Declaration methods. Declare in hefei industrial policy comprehensive service platform (https://hfcyzc.hfceloan.com), true complete information of the input, complete registration; According to their own economic type and reality, subscribe to the relevant policy terms, and read the declaration notice and policy implementation rules in detail, and prepare for the declaration in advance; In accordance with the requirements of the declaration notice, timely submit the true and complete declaration materials online and pay attention to the preliminary review opinions of the county financial department, and improve the declaration materials in a timely manner.
(3) Declaration procedures. Eligible governmental financing guarantee institutions declare online through the "Hefei Industrial Policy Comprehensive Service Platform", and submit 2 copies of paper declaration materials to the local county (city), district and development zone finance bureau. After the preliminary examination, the county (city), district and development zone finance Bureau will report the declaration materials and audit opinions to the Municipal Finance Bureau. After the Municipal Finance Bureau receives the declaration materials, The cashing work will be carried out in accordance with the procedures of "review - publicity - report for approval".

Iii. Policy content, declaration conditions and declaration materials

(1) Policy content. For the "government credit" product cooperative guarantee institutions to carry out the "government credit" product guarantee loan business to collect the enterprise premium standard reduced to no more than 0.5%, to give the cooperative guarantee institutions 1% premium subsidies.
(2) Declaration conditions.
1. Guaranteed loan business provided by guarantee institutions for "government credit" products.
2. The guaranteed loan provided by the guarantee institution shall have a term of 1 year or more and fulfill the corresponding guarantee responsibility.
3. The premium charged by the guarantee institution shall not exceed 0.5%.
4. The guarantee institution's annual "government credit" guarantee loan ceiling for enterprises shall not exceed 20 million yuan, and the annual "government credit" guarantee loan ceiling for key industry chain enterprises shall not exceed 100 million yuan.
(3) Application materials. The guarantee institution to declare subsidies shall submit the following materials: 1. Written application for subsidy funds (basic information of the guarantee company, the development of guarantee business, the development of "government credit" business and the declaration of subsidy funds, etc.); 2. Application Form for Premium Subsidy of "Government Credit" products (see Annex 2 for details); 3. Schedule of premium subsidy items (see Annex 3 for details); 4. Special audit report (with detailed list of premium subsidy projects) 5. Other supplementary information required.


Iv. Supplementary Provisions

(1) The subject of the declaration shall be responsible for the authenticity of the declaration materials, and recover those who practice fraud and defraud funds, and investigate the relevant units and personnel for responsibility according to law.
2. This policy will not be repeated with other similar financial awards and subsidies.

The credit status of the unit and the legal representative of the unit has been queried through four official platforms such as "Credit China", "Credit Anhui", "Credit Hefei" and "National Enterprise credit Information Publicity System" to ensure that there are no credit problems. If the declaration is successful, ensure that the use of funds is legal and compliant.
If there is any intruth or violation of relevant regulations, the unit is willing to accept the Hefei joint punishment system for dishonesty and other relevant provisions.
