The Plan proposes that by 2025, the province's scientific and technological innovation research force system and the transformation and application system of scientific and technological achievements are basically formed, the research and experimental development (R&D) expenditure accounts for about 2.8% of GDP, the added value of high-tech industry strives to increase by more than 12% per year, and there are more than 17,000 high-tech enterprises. The R&D expenditure of industrial enterprises above designated size accounted for about 1.6% of their operating income, and a number of world-class emerging industrial clusters were formed. The regional innovation capacity remains the first square array in the country and strives to take the lead, and has initially built a national source of scientific and technological innovation and an innovative province with important influence.
