Six departments on accelerating the cultivation and development of excellent manufacturing enterprises guidance

Excellent manufacturing enterprises focus on industry, do fine main business, strong innovation ability, high quality and efficiency, and play a leading role in the construction of manufacturing power. Accelerating the cultivation and development of excellent manufacturing enterprises is an inevitable requirement to stimulate the vitality of market players and promote the high-quality development of the manufacturing industry, and it is an urgent need to prevent and resolve risks and hidden dangers, and improve the independent and controllable ability of the industrial chain and supply chain. In order to implement the decision-making and deployment of the Party Central Committee and The State Council, and accelerate the cultivation and development of excellent enterprises represented by specialized and special "small giant" enterprises, single champion enterprises in manufacturing industry, and industrial chain leading enterprises (hereinafter referred to as "small giant" enterprises, single champion enterprises, and leading enterprises), the following opinions are put forward.



First, grasp the overall requirements of cultivating and developing excellent enterprises.  We will strengthen our capacity for independent innovation, strive to play a leading role, encourage good enterprises to continue to become stronger, better and bigger, promote the modernization of industrial chains and supply chains, and push the building of a strong manufacturing country to a new level.



Second, build a gradient cultivation pattern of excellent enterprises. Formulate and perfect selection criteria for classification, and select "little giant" enterprises, individual champion enterprises, and pilot enterprises as benchmarks. Improve the gradient cultivation working mechanism, guide "specialized and special" small and medium-sized enterprises to grow into the forefront of the domestic market "small giant" enterprises, focus on key industries and fields to guide "small giant" and other enterprises to grow into the forefront of the international market single champion enterprises, guide large enterprise groups to develop into ecological leadership, international competitiveness of the pilot enterprises. By 2025, the gradient cultivation pattern will be basically formed, and 10,000 "small giant" enterprises, thousands of individual champion enterprises and a large number of leading enterprises will be developed. Third, improve the independent innovation capability of excellent enterprises. We will support participation in the construction of innovation platforms such as manufacturing innovation centers and national Engineering technology research centers, and undertake major national science and technology projects and major technological equipment innovation and development projects. To guide and participate in major projects of information technology application and innovation, and disseminate experience and achievements. Promote the development of industrial digitalization, vigorously promote the popularization and application of autonomous and controllable industrial software, and improve the level of enterprise software. Relying on excellent enterprises to establish innovation consortials or technological innovation strategic alliances, carry out collaborative innovation, and increase the research and demonstration application of key core technologies, products and equipment in the fields of basic components, basic electronic components, basic software, basic materials, basic processes, high-end instruments and equipment, integrated circuits, and network security. We will promote the opening of major national research infrastructure facilities and large scientific research instruments to high-quality enterprises, and build production and application demonstration platforms and public service platforms for industrial technology foundations. Fourth, promote the modernization of industrial chains and supply chains. Give full play to the backbone role of excellent enterprises in enhancing the independent and controllable ability of industrial chain and supply chain, organize and participate in the strong chain reinforcement action of the manufacturing industry, strengthen the advantages of the long board, complement the weaknesses of the short board, create an emerging industrial chain, and enhance the stability and competitiveness of the industrial chain and supply chain. Organize pilot enterprises to carry out industrial chain and supply chain sorting, encourage the integration of industrial resources through mergers and acquisitions, capital operations, strategic cooperation and other ways to improve the competitiveness of the industrial chain and anti-risk ability. Support participation in the creation of national supply chain innovation and application demonstration, and cultivate a number of manufacturing modern supply chain demonstration enterprises. We will promote the concentration of state capital in excellent enterprises in important industries that are related to national security and the lifeblood of the national economy, and accelerate the distribution in key links and medium - and high-end areas. Encourage more embeddedness, guide willing individual champion enterprises and pilot enterprises to drive the orderly transfer of related industries to the central and western regions and Northeast regions, and promote coordinated regional development. 5. Guide the high-end, intelligent and green development of excellent enterprises. We will speed up the integrated development of the new generation of information technology and manufacturing, intensify technological transformation, strengthen quality and brand building, participate in the formulation of international technical norms and standards, and improve the supply capacity of medium and high-end enterprises. Implement intelligent manufacturing engineering, manufacturing digital transformation action and 5G application innovation action, organize the implementation of state-owned enterprises digital transformation action plan, create a number of manufacturing digital transformation benchmarking enterprises, cultivate a number of comprehensive, driving a wide range of demonstration scenes, build and promote industrial Internet platform, carry out millions of industrial APP cultivation action, We will implement classified and tiered management of cybersecurity, and actively develop new models and business forms of service-oriented manufacturing. Support participation in the implementation of industrial low-carbon actions and green manufacturing projects, and play a leading role in the implementation of carbon peak and carbon neutrality goals. 6. Create an integrated development environment for large, small and medium-sized enterprises. Build a platform carrier for the integrated development of large, small and medium-sized enterprises, support the integration of industrial chain resources, and cooperate with small and medium-sized enterprises to build advanced manufacturing clusters, strategic emerging industry clusters, innovative industry clusters, etc. Pilot enterprises are encouraged to open resources to upstream and downstream enterprises, carry out supply chain matching, establish stable cooperative relations with small and medium-sized enterprises, and build a new industrial development ecology featuring innovation coordination, capacity sharing, and supply chain interoperability. 7. Promote excellent enterprises to strengthen management innovation and cultural construction. We will implement special actions to improve enterprise management, encourage and promote changes in organizational management, strengthen multi-faceted quality management, strengthen intensive management and allocation of resources, do a good job in risk prevention and control, innovate production and business models, and raise total factor productivity. We will promote entrepreneurship and craftsmanship and strengthen the integrity of enterprises. We will strengthen the construction of corporate social responsibility and enhance our ability to prevent risks and create value. Guide enterprises to pay attention to the construction of corporate culture, and improve the cohesion, creativity and social identity of enterprise employees. Eighth, enhance the level of opening up and cooperation between excellent enterprises. Pilot enterprises and individual champion enterprises are encouraged to actively deploy R&D and design centers globally, optimize production networks and supply chain systems, and effectively connect and utilize global resources. Focus on the Belt and Road Initiative, build a regional industrial chain community, and better integrate into the global industrial chain and supply chain. We will support enterprises in carrying out the "go to sea" campaign, and take the lead in building overseas economic and trade cooperation zones. We will encourage local governments to build Chinese-foreign cooperation parks in an orderly manner, attract more high-end global factors and manufacturing capabilities, and support and promote the development of enterprises. 9. Improve financial and fiscal policies and measures. We will give full play to the role of various government guidance funds and encourage private capital to contribute to the establishment of funds for cultivating good enterprises. We will strengthen the financing capacity building and listing cultivation of enterprises, and support qualified and excellent enterprises in listing financing and issuing bonds in the capital market. Give full play to the role of the national industry and finance cooperation platform, integrate enterprise credit information, support investment and loan linkage, investment and investment linkage, and guide financial institutions to provide quasi-effective financial support for excellent enterprises. We will make good use of existing capital channels to support the high-quality development of "specialized and new" small and medium-sized enterprises. Support the introduction of high-end talents, and jointly build advanced manufacturing training bases with universities and scientific research institutions. We will continue to strengthen the training of personnel for enterprise operation and management, and implement the action plan for upgrading vocational skills in industry and information technology. Local governments are encouraged to study and formulate supportive policies and measures in line with international rules. 10. Strengthen quasi-services for excellent enterprises. We will build a database of excellent enterprises at different levels, establish an "enterprise through train" system, grasp the demands of enterprises in a timely manner, guide the use of favorable policies for enterprises, and coordinate solutions to land, labor, and energy issues. Organize industry associations and chambers of commerce to sort out the needs of enterprises, and provide professional services such as information consultation, product promotion, personnel training, and intellectual property rights. Increase publicity efforts, compile and publish enterprise case sets, promote local typical experience, carry out experience exchanges, organize "10,000 excellent enterprises" activities, and create "excellent enterprises" business cards. Local industrial and information technology departments should, together with relevant departments, establish and improve the horizontal coordination and top-down linkage of the cultivation and development work system and the normalization of the work promotion mechanism, strengthen the connection with all kinds of planning, formulate policies and measures in light of the actual situation, form a joint force, and do a good job of implementation.
