In order to accelerate the promotion of local trading, local transformation and local application of scientific and technological achievements, the following policies are formulated in accordance with the spirit of the "Hefei City Three-year Key Action Plan to Promote the transformation of scientific and technological Achievements".

1. Promoting applied basic research

The scale of the municipal natural Science Fund has been expanded year by year to support universities, research institutes, new research and development institutions, laboratories above the municipal level, various research centers and their scientific researchers to carry out applied basic research in the key industrial fields of the city, and key projects have been funded by 200,000 yuan, and general projects have been funded by 100,000 yuan.

Second, support the construction of proof-of-concept pilot platform

A proof-of-concept center that provides public services such as proof of concept and commercial development for scientific and technological achievements in the experimental stage shall be awarded a maximum of 1 million yuan according to 30% of its annual service income. For pilot bases (platforms) that provide services for the development and optimization of laboratory results, pre-production tests or pilot production, a higher bonus of 1 million yuan will be given according to 30% of their annual service income. To invest in the construction of pilot base (platform), according to 30% of the actual investment, give a higher subsidy of 5 million yuan.

Third, encourage the development of mass entrepreneurship and innovation carriers

Perform performance evaluation on municipal and above science and technology business incubators and maker Spaces every year, and give one-time awards of 1 million yuan and 500,000 yuan to incubators and maker Spaces with excellent annual performance evaluation.

Fourth, we will carry out coordinated research on major projects

Through "directional commissioning" and "revealing" and other means, we support leading enterprises to cooperate with universities and scientific research institutes, focusing on key areas such as quantum technology, integrated circuits, artificial intelligence, high-end equipment, and biomedicine, and organize and carry out key core technology research projects of "card neck", and grant a higher subsidy of 10 million yuan for a single project. Particularly major projects can be supported in a "one case, one discussion" manner.

5. Support the development of science and technology service institutions

Expand the application scope of municipal entrepreneurship and innovation service vouchers, increase the support for enterprises to apply for and use, and carry out service activities such as R&D innovation, achievement transformation, high-tech enterprises and technology-based smes declaration between small and medium-sized enterprises and non-affiliated science and technology service institutions.

Sixth, accelerate the construction of technology transfer institutions and personnel

For technology transfer institutions (including those established by colleges and universities) that carry out technological achievement trading services and achieve transformation in fertilizer, 1% of the actual turnover of the technology trading contract will be given a higher award of 1 million yuan. For technical managers (Ji) who carry out technical achievements trading services and achieve transformation in fertilizer, a higher bonus of 300,000 yuan will be given according to 1% of the actual turnover of the technical trading contract.

7. Energize scientific and technological personnel to transform their achievements

The city supports no less than 100 high-level talent team projects every year, increases the investment of angel investment funds at the city level for high-level talent team projects to enrich innovation and entrepreneurship, and gives equity and debt investment support to qualified projects. Support the scientific and technological achievement completion team or entrepreneurial enterprises to participate in the China Innovation and Entrepreneurship Competition and other events, for the China Innovation and Entrepreneurship Competition Hefei final first, second and third prize, and the winning project in the fertilizer landing transformation of the entrepreneurial team and enterprises, respectively, to give 300,000 yuan, 200,000 yuan, 100,000 yuan awards.

8. Support R&D investment of small and medium-sized science and technology enterprises

For qualified national science and technology small and medium-sized enterprises in storage, 15% of the research and development expenses that meet the additional deduction conditions will be subsidized, with a low of 100,000 yuan for a single enterprise and a high of 1 million yuan.

9. Support enterprises in absorbing technology for local transformation

For enterprises to purchase scientific and technological achievements of universities, research institutes, and new research and development institutions to achieve transformation in fertilizer, and be recognized and registered by the technology contract registration agency, a single result is concluded and the actual payment amount of more than 1 million yuan is given 15% bonus, and a single enterprise is higher than 1.5 million yuan. Encourage enterprises to carry out technology contract identification registration, and the annual accumulative registration amount of 5 million yuan (inclusive) -50 million yuan, 50 million yuan (inclusive) -100 million yuan, according to 2% of the actual transaction amount, respectively, to give a higher 100,000 yuan, 200,000 yuan; For the registered amount of 100 million yuan (including) to 500 million yuan, 1% of the actual transaction amount will be given a higher bonus of 300,000 yuan; For the registered amount of 500 million yuan and above, 500,000 yuan will be given as a bonus. The above two policy terms are not repeated.

10. Supporting the construction of application scenarios for scientific and technological achievements

For the new technology, new product and new model demonstration application scenario projects that meet the conditions after evaluation, subsidies shall be given according to a certain proportion of their actual investment. Among them, the actual investment of 10 million yuan and less projects, according to 30% of the actual investment, to give a higher subsidy of 2 million yuan; Key projects with actual investment of more than 10 million yuan shall be granted a subsidy of up to 5 million yuan according to 30% of the actual investment. Especially major projects shall be subject to "one case, one discussion".

Xi. Increase support for the industrialization of scientific and technological achievements

The municipal finance establishes the municipal science and technology fruits transformation fund, participates in and guides the counties (cities) districts, development zones and various collaborative innovation platforms to establish sub-funds for the transformation of scientific and technological achievements, supports the industrialization projects of scientific and technological achievements, and guides the industrialization investment of scientific and technological achievements.

This policy is interpreted by the Municipal Science and Technology Bureau and will be implemented from April 1, 2021, and will be valid for 2 years, with no duplicate support from other municipal policies. The state and province have promulgated new relevant regulations and adjusted and implemented them in accordance with national and provincial policies.
